The 28th Amendment to the Constitution of the United States of America

The Senate and House of Representatives is henceforth disbanded in their present forms. A new legislative body to be known as the Senate with members known as senators shall assume the powers of both the House and Senate that it shall succeed. The leadership will be based on the Senate in terms of seniority. In addition, the State of Texas shall no longer exist, with its population being divided in half between Americaland and Mandaloria. Upon the passage of this amendment, the next elections shall mark the first implementation of this act with two Senators being elected from their respective states.

In addition, this amendment shall create the office of the Vice President who shall be elected with the President, and if vacancy occur, shall be nominated by the President. The Vice President shall act as the tie breaker for the Senate and shall only vote when an exact tie is present. The Vice President shall be the ceremonial President of the Senate.

Along with his or her role in the Senate, the Vice President shall assume the position of Solicitor General as well as that of Chief Advisor to the President.


END AMENDMENT

Fellow members of Congress, the passage of this amendment is BEYOND necessary, the simulation will die if we cannot have a stable congress while we build membership for the simulation as a whole. President Wachob and I just had an extended conversation on this issue and we both believe that this is our only solution for the current circumstances. We also debated whether or not the VP should have the power to propose bills, we decided against doing so, but if it is put into the final bill, we shall both agree to it. Please do not vote this down, we do not need two houses at the moment as states rights are not an issue and the populations/geographies do not vary or have an effect. PLEASE, PLEASE, vote for this if you care about the sim. I promise that this will be repealed when we have the numbers to support it.

Ok, the amendment needs to pass all the states in the sim. So far it has passed TEXAS and must now pass MANDALORIA and AMERICALAND. Two votes from each state are needed to make this the 28th Amendment

As stated in the address I made, this is not permanent, this is only because we don't have the numbers in the sim to make feasible congress as it is right now. Also, two houses are not a necessity, we are neither influenced by geography or population

Hmmm, I seem to recall the need for 3/4 to vote yay....

Well we have three states. If two vote YAY then its only 2/3rds. Regardless, if we take 3/4ths of the sim population total versus unanimous states, it still passes either way with 8 yeas. The only difference would be that it wouldn't need to pass every state if two states went unanimous

Casey, normally I'd agree with you but as Drew pointed out, our country has no geographical or population issues. So there is no need to have 2 legislative bodies in the first place.
