CR1- Unfunded Mandates; Wachob (LAW)
The national government may not make demands to the States regarding infrastructural improvements or environmental preservation unless it can provide sufficient funds to begin implementation of those changes. The States are not responsible for funding laws that they did not create.

What we have just witnessed is destruction of the current reform system. We will no longer see infrastructure and other necessary updates made because of lack of funding in the national government. You have all just killed America. Congratulations.

What we have done is re-instate Federalism. Power has gone back to the States, where it should reside in large part. National governments are inefficient in solving problems that people care about (Obama doesn't care about the pothole on your street) and brings us into unnecessary foreign conflict. States are closer to the people and can therefore keep the peace and the desires of the people in better order than can the national structure. The States have been reduced to whores for the national government in the past half century, and this is unacceptable. I'd repeal the 17th Amendment as well if I could.

The states cannot afford what is sometimes necessary and the citizens don't always know what is good for them. You think the majority of citizens wanted to implement handicap entrances to buildings? No. But it is necessary. The federal government realized this but they just do not have the resources to do it. The states had to find their own way to pay for it. Instead you will not just see the states not do anything about it. Mark my word, before long the handicapped will be dying in their wheelchairs outside of every hospital and post office in America!

States were left having to spend millions adding ramps and elevators to buildings that nobody used! The national government does not know enough and does not have the time to examine everything on a case by case basis, and as a result millions upon millions of dollars are wasted. States would've known to write legislation that excluded unused buildings and buildings too old to add an elevator. Also, the passage of that legislation is largely the result of effective lobbying - if the States had any power lobbyists would aim at them as well. The process would still take place, but it would be cheaper and more effectively implemented.
The rights of the States and the individuals cannot be sacrificed simply because it is easier and quicker to give national legislators unlimited powers. The excesses of liberty and small rule are infinitely preferable to the excesses of tyranny and waste.
